I'm thinking of people who might exist without paying taxes. Someone who steals the identities of others to make a living might also qualify.

How do you file a tax return without a Social Security number? How do you file a tax return while working under the table and not getting a W-2?

I would imagine maybe there's someone somewhere who is honestly attempting reporting every dollar he illicitly gained, but the number of such "law abiding" folks probably approaches zero, and the IRS would probably reject the filing due to the lack of a valid SSN, anyway.
