I'm not sure where you went with this vis a vis the elephant ass, nor what strategy or which government you speak of.

The most obvious problem is the willful refusal to keep statistics on OISs.

I was attempting to point out that this was a less important issue than the overall murder rates. I would argue there is not nearly enough oversight. I believe police violence on citizens is much less a concern than the murder rates in our cities. And we know the primary motivation for the majority of those murders.

And, sad as it is, there are neighborhoods where police act differently due to the risks they encounter.
