I believe he means that Haines would go to Penn State and until he arrives at Lock Haven I feel the same way.

I don't think there's a chance in hell Haines goes to psu. He was committed there and they recruited Nevils over him. I remember reading interviews about it and it wasn't pretty.

More or less accurate from what I understand. In any event, there was no chance Haines would land at PSU after leaving Ohio State. That ship had long since sailed.
