That's a real CF if I ever read one. It sounds like there should be a more severe penalty for actions that exceed a "Standard Disciplinary Action" (up to 2 games suspension and $10000 fine) by using the "Major Disciplinary Action". That descriptions states that the Exec Committee must approve those, and that they can exceed the Standard Disciplinary Action levels but cannot lower punishment to less than that ("Disciplinary actions exceeding those listed in Agreement 10.3.3.1 above must receive prior approval by the Joint Group Executive Committee (JGEC)."). So I think Howard could get slammed if the commish decides it's warranted. And it ever it was warranted, it is for this case..There is an actual Big 10 Conference Handbook that apparently comes out annually, which is what he is citing. I have found a few online. The most recent I have seen is for 2017-18, which is on the IU website for some reason. The sportsmanship policy seems to be the same in each and is at pages 84-86 of the handbook.
