Nope.The ARWU is heavily weighted on the status of a school's Natural Science Departments with heavy emphasis on scientific studies, publications, and Nobel Prize winners. De-emphasized are business, law, humanities, and arts. Also de-emphasized is quality of teaching.
Does anyone here think that the academics of Wisconsin though an excellent school, is higher academically than Northwestern? Or that Illinois has a higher academic status than Penn State?
