Top Big Ten school when you combine athletics & academics?

Depends on how you weigh each part. Based on public university rankings and the Director's Cup standings, a case could be made for Penn State and Ohio State.

Well their athletics aren't so high but if I could trade my Iowa diploma for any other in the B1G, I would choose Northwestern.

This post confirms Michigan

Leaders & Best

As far as I can tell the answer is Iowa.......The rest of the Big Ten should take Urban Meyer's advice and just try harder. Yeah that'll help even the field.....

The ARWU is heavily weighted on the status of a school's Natural Science Departments with heavy emphasis on scientific studies, publications, and Nobel Prize winners. De-emphasized are business, law, humanities, and arts. Also de-emphasized is quality of teaching.

Does anyone here think that the academics of Wisconsin though an excellent school, is higher academically than Northwestern? Or that Illinois has a higher academic status than Penn State?

Nope.

It is without a doubt either Michigan or Wisconsin, but I think Michigan has the edge.

In US News rankings of the top universities, Northwestern is the only B1G school in the top 25 coming in at #13. Other schools of note include Michigan at #29, Wisconsin at #47, Ohio State at #54 with Iowa and Minny tied at #71.

Also of interest, Nebby is #99 and ISU is tied at #106.

The bottom line is that although Big Ten fans like to bash the academic qualities of each other's schools, the Big 10 is made up of excellent academic institutions where A high level high quality education can be achieved by any student who attends one of the Universities.
