I think the new Florida offer is intended to suggest that Cook has eliminated Florida. Or, at least, that Florida has read the tea leaves and doesn't like their chances with Cook...

Iowa's in-home visit is Wednesday; Florida's is Thursday. My guess is a decision comes this weekend.

I disagree. Florida wants Bassett to play the 4, and the timing of their offer - when Cook is about to choose a school - says a lot. Granted, Bassett will be coming in a year earlier than Cook, but it also gives him an edge in learning the system and it hurts Cook's chances of becoming a starter right away.
