The number of staff is completely misleading. If you look at the department's website, there are only a handful of staff members - and almost all of them support multiple departments.
You can say there is waste at the university and you would probably be right, but from a staff perspective - they've eliminated many positions in recent years and remaining academic support staff are often stretched thin.

In all seriousness, My instinct is that this is a bit of deck chair reshuffling without a lot of downsizing. Specifically, by grouping/isolating them in a unique school, it may mitigate risks to federal funding of other schools in the university if doe goes on a dei or title vi enforcement binge.
Fun fact - those sorts of structural things are a dirty little secret in academia. For example, tenure is sometimes granted at a school/college rather than university level, and so moving a department into a new school can be/has been used to revoke tenure to “refresh” a department that has ossified
