i think charging different rates for marketing and "regular" mail is a great idea

the amount of flyers and circulars i get tells me it is WAY too cheap to send those things

It is way cheap to send that type of stuff, and way profitable for the Post Office.

They have to be delivered to the post off pre sorted and bundled. Amount of labor involved in delivering those is a fraction of other mail.
