So who then would account for the mandatory voting? How is that regulated and controlled? What are the penalties for this problem solving system you would wish to have. Is it as easy as just making it mandatory? Surely there would have to be a system of accountability.

I recommend we not reinvent the wheel and simply adopt the Australian system. I'm big on empirical evidence and that system works and manages to avoid all the scary objections people toss up at the idea.

Reinventing the wheel in our case would in fact be adopting the Australian system. We are not a country that is just now starting out. You would have to take the current wheel off, and find a way to make the new wheel work.
I want a system where the people are more in control like they should be. We have absolutely little to no power in being able to put together elections that aren't controlled by interests other than our own.
