I have no idea how it works in Iowa, but in Florida, you get elected to the House. Because of term limits, they have to select the House Speaker before he's even elected. You want to be that guy.

Then after you're term limited, you run for the U.S. Senate, and then immediately turn your attention toward a presidential race.

At least, that was Rubio's path.
