What's the Rationale Behind Stanford being Allotted 30k tickets vs. Iowa's 22k?

Iowa has traveled well in every bowl game other than last year's (very explainable). Miami 2002, 50k plus fans attended. We didn't do too bad in 2009 either. Outside of that, we've consistently brought 30k plus to games. This just seems like we got screwed and now our fans have to pay hundreds more per ticket than Stanford fans.
 
PAC12 teams always get around 30k and B1G teams get in the low 20ks. Just the way things are set up apparently
 
They probably set it up like that a while ago. But, they should at least have a couple thousand on reserve for the Big10 school going. Had some extra for Stanford/Pac schools, why not the Big10..

They likely did, in my messed up mind.

It would make sense to me if they set 50K aside for the two schools. (for easy math let's say the Rose Bowl seats 100K). 30 for Pac and 20 for the Big ten as one is obviously closer. Then they set 2K aside to add to each allotment if they believe the demand is there (maybe we should get on Iowa for just lumping that in with the 20K and calling it one allotment, stanford did not). That leaves 48K for general sale and conferences. It sound like a total of 5k for the two conferences. Then you set aside lets say another 3K for internal use (rose bowl people, media, bands). That leaves 40K to sell to the public starting in August. Which could go to Cali residents, people who just really want to go to a Rose Bowl and fans with a realistic hope. Seems like a reasonable breakdown to me.

It is a way for the Rose bowl to hedge its bets when there is an unattractive matchup that might yield less fans than normal. Obviously, this year they could have given us 40K in tickets and we would have sold them but that isn't always the case with all teams.
 
It has been established that the allotments have long been the practice. Plus Iowa had a lot of fans travel a great distance for a conf championship game, while Stanford fans didn't have far to go.
 
Iowa did get an extra allotment right? I haven't seen anything confirming it, but everything released from UI says the "original allotment" was 22,000, I think there is only one inference that can be taken.
