Yes, and with a 3rd tier casino.
Hopefully they eventually get some resort there. With the amenities of river life, legal weed in East Dubuque, and the Field of Dreams nearby they could make a go of it.

Never has before. A never before seen flood might get there. It actually was the original landfill back in the day. It's unnaturally higher on most parts of that island due to that and dirt fill.

Cedar Rapids can't even get a boutique casino. I will admit Dubuque ate CR's lunch the last couple of decades when it comes to improvement projects. CR hates anything fun.
