In our city we only have Biaggi's and Olive Garden.
So we are not on the cutting edge of Italian food.

The answer to your question is very simple. People that live in cities that have real Italian food will find excellent steaks and veal chops.

I personally think Biaggi's is a whole level better than Olive Garden. Selection, quality, service, ambiance, you name it. Unlimited bread sticks isn't exactly a mark of haute cuisine.

I will admit, one of the best meals I've ever had included steak. Campagnola in NYC, upper east side.

I've heard Bravo is better than Biaggi's. Any truth to that?
 
I've never understood the appeal of cheap Italian; especially pasta. It takes $3 and 8 minutes to make something almost exactly the same as what you'd get at a lot (def not all) Italian restaurants.
 
Not much of a fan of any chain restaurant, but I do like Carrabba's, so having them at #1 seems about right to me. Of course, Bloomin' Brands probably paid for the article.
