Ball Placement after TD/Not TD Review

Here again in the Belk Bowl: Ball on run may or may not have broken the plane. Review says no, so ball placed at half yard line. WTF? Why not at one inch line? I am trying to find out if there is some rule that ball is never placed inside the half-yard line. No answer from Google. Anyone know?

there was a mention of that during the game, that balls inside the one yard line are marked at the half yard line. Doesn't make much sense, but I thought thats what they said.
 
they never spot those closer than the half yard line. It’s like the only option is to pick in half yard increments.
 
Just happened in the Miss St./Louisville game. The original call was about a few inches away and they left it there.

OT- Jackson and Louisiville are going down to a Miss St. team without their starting qb. Jackson threw 4 picks. Yikes...

Yes, if original spot was a 2 inch line they’ll leave it there. But $100 says if they had called it a TD then reviewed it and said he didn’t break the plane, they would have put it at the half yardline
 
The center is adjusting the ball 6 inches forward before they snap it so it's a wash???
