Basketball rule changes

The changes this year, and there were many, all seem to be making for a better college game. But there are two other rules some of us have been advocating for years that also should be adopted:

1 - Nobody can call timeout except when the ball is dead. You cannot call timeout in football or baseball except when the ball is dead. But in basketball, if you are trapped, for example, you can call time to get out of it. That's pretty crazy. It would be something like allowing a player to call time in football just as he's about to get tackled for a loss. Time outs should only be allowed after a made basket, when the ball goes out of bounds, or after a foul.

2 - In the last two minutes of the game, the team that is fouled has the option of taking the free throws or taking the ball out of bounds with a new shot clock. A foul is a mistake. It should penalize the offending team. It was never designed to be a strategy to try to steal a win in the final moments. In football, when a penalty is called on the other team, you don't have to accept it. You have a choice, which is fair and logical. You choose what's best for you. The same should be true in basketball for the last two minutes. No matter who's playing, I hate it when a team is down 10 with a minute or two to go and constantly fouls. That's not basketball. Or at least it shouldn't be.

Adopting these two rules would, IMHO, make college basketball even better.
 
I have a friend that despises to watch the last 2 minutes of basketball because of all the timeouts left and the fouling. The last 2 minutes usually does take about 15 to play it out. Interesting points you made.
 
For one thing, fouls reset in each quarter so there will be less time where a team is in the bonus.
 
In women's, four 10 minute quarters. Teams reach bonus at 5 fouls and shoot 2 shots, no more 1 and 1. Fouls reset to 0 each quarter and if a team is in the bonus in the 4th they are automatically in the bonus in OT.

Also, in last minute of 4th quarter and any OT if team calls timeout after a made basket the ball is taken out in the front court.

I would like to see the 2 shots instead of the 1&1 - A foul is a penalty but with the 3 point shot it rewards the team that fouls - would like the Bonus+ to be 3 FTs and maybe a Bonus++ level that would be 3 FTs plus the ball. If you didn't foul much you get a little break but excessive fouling to stop the clock would be greatly reduced.

Would also like to see players & coaches separated during dead balls ie reviews, player fouling out, injury time, etc. - these extra unofficial TOs are terrible. If your player fouls out, you shouldn't be able to coach your guys like they do during a time out
 
I'm not a huge fan of either of your proposed changes.
1. What says that BBall has to be the same as other sports? The fact that each team now only has a max of 4 TOs in a game means that it can't be used that much. A far cry from the days of having 3 in each half. We've seen in the Purdue game where they hurt themselves by burning all of their TOs early in the game which kept them from stopping our momentum late in the game. I like that.

2. I think I'd only consider this at a point after so many team fouls. Like if the fouled team is in the double bonus then they get to decide.


Frankly, I'm a big fan of the way that the games are being called this year and would like to see them stick with these rules for a couple years. In the past few years when the NCAA laid out an emphasis on "freedom of movement", the refs called games that way for the first month or so of the season, then reverted right back to the old way when conference games started up. I don't think that they've done that this year yet. I also like the other rule changes that have been implemented this year like the reduced shot clock, no coach TOs while the ball is in play, and no 5-second rule while dribbling. I wonder if part of the reason this year is so wide open is because of those rule changes. They definitely don't favor the mugging defenses of the past decade. The increased amount of possessions from the shorter shot clock create more scoring opportunities for trailing teams to make a comeback.
 
Do not go to Quarters. Keep the flow of the half moving along. Don't reward somebody by testing the foul situation. Only thing I would change, which will never happen is tv timeouts at 5 minute marks and add 2 minutes to the half for the lost commercial time as that would be the main reason not to do it. Frankly a coach would need to be more strategic with the use of his TOs.
 
Something needs to be done about the fouling at the end of games. Getting your choice as you mentioned is a good one. Also making all shootable fouls 2 shots with no 1 &1 would also be a plus. Intentional fouling in the last 2 minutes is a big problem, imo.
 
Keep in mind, the "freedom of movement" changes aren't really changes for the most part. They are just enforcing rules that have always been on the books and teams have been getting away with violating.

The reason given was they wanted to make the women's college game rules be in line with the WNBA rules. That makes no sense to me. I think it should be the other way around. WCBB is much more popular than the WNBA.
 
I think the five second rule change has helped MG...in his ball handling and team quarterbacking. I think it was difficult to call...fairly...focus on the 3 second lane rule now.

I do like the free throws at the end of the game...forcing a team to make them, under pressure, to put the other team away. Perhaps best to make all of them 2 shot free throws, regardless at the two minute mark.

Or come back with at 3 to make 2 option!

Less thuggery seems to have made the game better and seems to have helped Iowa's style of play.

I don't think #2 works. The fouled team would have to take the free throws. If you knew they were going to take the ball, you very aggressively cover the in bounds pass. You either get the steal or the foul. Repeat. Repeat....Eventually you will get the steal. The women have done away with the 1 and 1, and go to two shots when in the bonus.

They speculated on this very website's podcast that the reason the women changed is that Gino Auriemma is the next Olympic coach, and he wanted them playing closer to international rules. Not sure that makes sense since most of the team comes from the WNBA, doesn't it? Suppose it will give him practice though.

The taking the ball out of bounds at the end of the game, instead of shooting the fouls. Well, they had that, though quite a while ago, and it was boring!!!!! No, don't go to that.

thanks for posting .. interesting ideas & you do a good job explaining each. There is merit for both...for sure would need to be tested in some manner.
