Best car rental company?

I posted on here about using Costco to rent cars a few months ago and the wife and I rented a car for 5 days for a Palm Springs trip and that rental alone was about 120 cheaper through Costco. Also I have been boycotting Enterprise since 2011 so dont use them.
I've used other rental "group codes", and have never found any that undercut the Costco rates. Costco even beat our corporate rate back when I worked for a F500 company.
 
Has a pretty lousy experience with sixt, including a tough lesson on “prepaying for fuel”. Didn’t realize that meant you pay for a full tank of gas, despite returning the vehicle 7/8’s full. Live and learn, I guess.
Pre-buying the gas is only a benefit for you if you will not have time to refill due to a schedule/flight issue, or you bring the vehicle back w/ the gas light on (and even then, it'll be a "push" at best).

This is what I learned, yes. And I WAS wanting to be cautious of a tight flight/schedule issue in this case. I thought I was only paying for the gas I needed and was happy to pay a little extra for the convenience of not stopping at a gas station at 3:45AM. The rental company certainly has the tools to do this. But they saw fit to charge me for 30 gallons of gas, when the (12-passenger van) only needed 4. I spoke with customer service about it, explaining to them that I didn't understand the policy in play there. Nope.

No worries. I'll use another company in the future.

I never do the pre-paid thing, specifically because I thought every company has this exact policy. Do some companies just payout whatever it takes to fill the car?

their vibe turns me off, too glam for my taste

I just want a clean/safe car and not waiting in long lines

Yes.

They tell you what the per-gallon cost will be if you do not bring back "full".
That is generally $.70 to $1 over the normal per-gallon gas price in the area.

If you bring it back needing 10 gallons, you'll basically be charged another $7-$10 over the actual gas cost (which, for someone on a tight schedule who does not have time to refill isn't that big a deal; way cheaper than pre-paying for a full tank you do not use.)

Run the math, and decide if that ~$10 difference is worth your time or not.

what happened?
Well, this is where it started...and then we had car mechanical issues, being blamed for pre-existing window damage, return (nearly missed our flight), etc.
