Why would the Treasury stop payments?

That’s not how our system is designed to function. Congress is responsible for allocating spending, and an unelected official should not have the power to override those decisions.

If we’re going to be frustrated about government spending—and we all should be—the focus should be on Congress, which authorizes it, not on a federal employee who has no authority to do so.

Well, we would need Congress to actually pass a budget first. Those jackasses haven’t passed a complete budget on time in nearly 30 years. We live in a world of the Continuing Resolution.
