How many people planning to check into a New Orleans hotel tomorrow changed their plans after seeing the news this morning?
Likely a number of people, likely , similar to the numbers of people planning to attend the game who left early.

A spokesman for the City said that they had started a long planned project to install upgraded bollards at certain points around the Quarter and were well along to be done by the Super Bowl.
This guy found the remaining section not yet completed and he exploited that area, which to me has to mean this was planned and had been scouted in advance.
