California spent $24B “fighting homelessness”

Where is rent so cheap that drug addicts can afford it and still stay hooked on drugs?

Quit pretending these people are waking up in their tent, showering at Fitness place and heading to the office.
 
Sry. Why does California have such a big problem?
People are homeless in CA for similar reasons they are in other states. The reason for the disparity is the cost of housing here and where the aid is located. Even shitty towns in CA are expensive when compared to most other states so the poorest are being pushed out of the crappy apartments they typically live in. Bigger cities have more resources for homeless so they tend to congregate in those places.
Pilot programs that provide small monthly direct payments to qualifying families have shown tremendous promise. Most families in the program remained housed.
