Can a for profit web site (Hawkeye Heaven) use others' pictures without permission?

I see Press Citizen/Des Moines Register/HawkCentral pictures on that site all the time with no credit given.

Is this legal?

It says at the bottom cover photo credit to.. so either they saw this post and changed it or it was always there.. and yes they steal stuff from this site and post it on facebook
