I would argue he is more deserving than most for:
- His legendary Olympic performance in 72, did not lose a point
- Coaching several Olympians (I assume)
- Being a big part of keeping wrestling in the Olympics

It's not quantity, it's who he gave them to. Or maybe it's just because he is such a terrible person that any award he gives out is tarnished. Whatever, an award from him isn't worth the metal it is printed with. Especially when the only reason he is giving it is because he thinks it will help him, not because he thinks somebody deserves it.
