Neither you (Elon's bitch) nor Elon have done ANY research at all into the efficacy of any of the research you're denigrating. You're literally just looking at titles, and Elon is literally just doxing random employees of the federal government.
From Elon's media barrage you can tell this is just a propaganda bluster campaign aimed at the dumbest and most easily conned segment of the population (Maga and Elon fan boys). He's not serious, this is about his own grifting and corruption.
Most don’t understand the depths of elons grift. Overpromise and under deliver. Land a rocket and they’ll dump money at your feet.
Also remember that unrealized gains are really gains unless you want to use them as collateral.
Reduce the costs of delivering something by over 90% and they will 'dump money at your feet'.
The people who can't see value in that are the kind of people who think having the government pay over $200,000 to run broadband cables to a house in the sticks is a good use of taxpayer money.
We need less of those people in government, and more people like Elon.

Bottom line: There simply wasn’t much innovation or financial motivation to be innovative.
Then came SpaceX, which pioneered lower launch costs with the Falcon 9 in 2010 ($2,500/kg) and Falcon Heavy in 2018 ($1,500/kg) that are 30 times lower than NASA’s Space Shuttle in 1981 and 11 times lower than the average launch costs from 1970 to 2010, according to Citi.
If “Elon’s grift” is saving US Taxpayers over $50B in military launch costs alone, then we should all hope and pray SpaceX received every meaningful contract for space launches from here to eternity.
That's what research is. You are in no position to judge the worthiness of it. In many cases, we don't know the value of research until much further down the road. This is why the government needs to fund these types of things because there is no immediate financial gain that can be gained from it, but it might be relevant to a completely unrelated problem 50 years from now that nobody would have thought to do except for this random paper that was done on it.

That’s nice in the abstract, but the reality of here and now involves opportunity costs.
We’re incurring trillions of dollars in debt (faster than we’re growing our GDP which must fund it), and have to decide between things we can do now to help people versus things that may have a use as yet unknown after you and me are dead and buried.
We’re already suffering the debt burden of over one trillion dollars a year now because our politicians failed to rein in their appetites for spending other people’s money.
The spending on debt service costs crowds out spending we could otherwise afford to make on the here and now as well as the future.
Growing debt burdens are inevitably impoverishing. We have to course correct, and every year we wait to do it makes the final reckoning that much more expensive.
Research spending will become one of the first dominoes to fall,... Continue unabated down the current path and more pain will follow.
