Driving with a dog hanging out of the window....

I understand it. Dogs love to hang outside of moving vehicles. They're hooked on it! Far out. However, I saw a small dog today standing on a driver's door sill with the window fully opened, and half of its body outside of the vehicle. On a 45 mph road. It wouldn't have taken much for that dog to fall onto the road. I didn't like seeing it. My question: Do you allow your dog(s) to have their head or body outside of your vehicle?
 
I usually ride shotgun.

I have a corgi who's too big to be on my lap and his freakishly short legs won't let him stick his head out the window.
 
He's always tethered so he can get up to look out the window and feel the breeze but that's as far as he can get. Only allow that in town though, highway speeds window is locked.
 
People who drive with dogs in their lap are fvcking SOTE!
I have two doodles and neither want their heads out the window after I get up to 25 mph. I also don’t have the window down far enough for them to jump out and always keep the windows locked.
