Demanding cash...doesn't just about every person who goes up to a teller effectively demand cash?
Or is it now micro-racism or whatever that made up affliction du jour at Berkeley to say the guy had a weapon etc in a news story...
Wheelchair guy's note = "I need some money". Hey, maybe he was mute!
Teller = reacts by emptying the drawer and claiming robbery.
It'd be hilarious if the guy had an account and wanted to withdraw some money, considering the story description.
"The man fled westbound". What, do you chase wheelchair-bound robbers with only wheelchair-bound cops? Too tough for store security to...walk behind the guy until cops arrived?
