You’re the dumbass. The license was given in 2008 when Bush was President. GlobalStar just applied to extend it. The license extension process is assumed unless cause was shown why it shouldn’t be. Space X didn’t do that.
The FCC’s decision below explains the deference provided in their rules for existing systems. Something Space X values when it benefits them.
