Don't know whether local DA's have authority to enforce consumer protection law or whether that's typically reserved for the state AG in PA (probably has authority).

Note that having looked at the complaint, it is a civil action, solely for injunctive relief. And before you get too worked up about Lenny Krasner growing a set of balls, he farmed it out to outside counsel so his sole role, "shockingly," is to conduct the press conference. (Generally, this is a great way to end up with caselaw that hamstrings state regulatory in future proceedings).
