What exactly is the positive for downtown? The majority of Davenport residents did not want it.
Completely wrong. The only ones who dont want it are the ones who just use downtown as a thru-way. Literally zero good reasons in favor of keeping the one ways

Davenport has many, many city streets in dire need of repair. The money for conversion to two-ways would be better spent on much needed road repair.

Long story, but the city has hired 3 different consultants over the past 25 years - all of whom determined the conversion would calm traffic, improve business and improve livability in the central business district.

it’s also a common economic development change in multiple peer Midwest metro areas:

3rd and 4th were already scheduled for resurfacing in 2023. That is why this project was proposed and needed to be decided before the end of the year. It’s around $1 million extra on a $10 million-plus project that was already scheduled; which makes it very fiscally smart.

They could not do this common sense project and you'll still be saying the same thing about davenport roads every year for the rest of your life

Not a resident but I've always liked the Brady/Harrison one ways, as they seem to provide quicker passage to and from the river area...

The next goal is to make Brady/Harrison two-way from downtown up to Locust. Would still be a one-way from Locust->53rd

I'm old enough to remember when Brady and Harrison were two-way streets.

Harrison and Brady as one ways make much more sense than 3rd and 4th. For one thing, they are a US Highway route (River Drive is that for the east-west thoroughfare).

Secondly, as you point out, they take people TOO and FROM the downtown. All the one ways on 3rd and 4th do is effectively turn those roads into high-speed expressways THROUGH the downtown. Back when Oscar Mayer was on the near west side and there were other large manufacturing businesses there, it may have made a bit more sense, but now that downtown's future will be about attracting residents and small businesses, having what are essentially expressways through the heart of your downtown is dumb. Thankfully, Council realized this and acted accordingly.

It is vitally important to downtown Davenport's renewal
to make 3rd and 4th streets two-way streets again. It
will help the small businesses have an opportunity for
customers rather than a speedway track for cars.

Peoria with about the same population as Davenport
has also decided to return two -way streets in their
downtown. It is called economic survival.

Midtown Atlanta has switched some one ways to two way... been an overall improvement, IMHO.
