For those of you who have daughters, what do you think of this ruling?

The advent of bathrooms is a hallmark of the beginning of civilization. Prior to that, a bathroom was just a hole in the ground.
So around 2600 BC then. That's about four thousand years of unisex toilets and only about 300 segregated.
 
As a father of a daughter I have no problem with it.

30 years ago my HS had both group showers and private showers stalls. Can't imagine that most modern HSs don't have a few private showers or if they don't the cost is very much to convert. You don't need a separate changing area - get changed in the private shower if you're concerned.
