I have a strong belief that in 10 years there will be 4 mega conferences with a 8 team playoff. The conference I see dissolving is none other than the Big 12(10teams?),

I see Texas going to either the PAC 12 or SEC along with Oklahoma. That leaves several interesting possibilities for the remnants to be scooped up. Will Notre Dame be forced to finally join in or get out?.

Would the BIG or ACC conferences target any other schools as their academic standards are a little higher? Who would be a good fit if any for the BIG?

North Carolina and Virginia seem to be good targets but what about the west? Missouri would be a good fit but their pretty stable now. Who would you guys like to see get added to the BIG Western division?

I don't think that expansion will go west, but will continue East. Most important factor being TV markets, which is what I think will be the impetus for expansion as well. Conferences/schools without the multimillion dollar infusion from their TV networks won't be able to keep pace with the looming NCAA moves towards stipends and cost of attendance, among other things.

Here is what I would say for likely targets (in order of my preference):
Notre Dame
Louisville
Virginia
Pitt
Syracuse
Boston College

Many of these schools would share the academic prowess, the regional footprint the B1G is establishing, the TV Markets the B1G is after, and would also add to the basketball resume of the B1G. Other factors are important, but football and basketball are key, because that is where the eyeballs and therefore the $$ are.

Notre Dame and Texas or Bust

If we can't get those two, or at least one of them I go for..

Virginia
North Carolina
Georgia Tech

Does Louisville qualify academically? I agree with your list but doubt Notre Dame will join because of the Network. They have a longstanding relationship with NBC. I don't know if a compromis e could be made but I don't know the inner workings of college athletics so we'll see.

As far as basketball goes getting a Syracuse or North Carolina would be great. I wonder if a school like Duke would make sense if North Carolina moved.

There's no way the B1G ever considers Louisville (due to academics, as you stated). And I'm pretty sure the Notre Dame ship has sailed, at least as long as Delaney is around. It would probably require them to come begging to get an offer before he'll consider them again.
