Consolidate and close down refining, and the slightest production hiccup, or a hurricane, disrupts supply and causes price spikes with no actual shortages or areas with no fuel.This has been going on for about 20 years. The big three have been purchasing independent refineries and then shutting them down. We're just seeing the end result of a monopoly. It's clearly collusion and has been going on for decades. Every new governor says he'll look into it and then nothing happens.
