While I absolutely agree that we should be pouring resources into the defense and rehab of this planet, I don't see this as an either-or proposition.

Why not both? Instead of the usual whining about how much it costs (and urging tax cuts for the rich instead), we should be asking if it's worth doing. Money isn't the problem. A lack of will is the problem.

Sure, the Space Race of the 60s may have been driven by fear, politics and the MIC, but it was still an exciting, uplifting journey. When George HW Bush decided to turn America's back on aggressive space exploration, America and the world lost something terribly important.
I get exploring and sending rockets with vehicles to collect data. The human element at this time is a waste to me. Best case right now is you’re sending human Guinea pigs to die. Originally I believe the US and Russia sent different animals/insects. Before any human exploration.
The elements, radiation spikes, psychological issues, lack of supply lines. Just so many variables before even attempting to. Heck I think putting folks on the Moon first would be the better first step. Just so we can gain experience in a more controlled, but relatable environment.
 
I’m currently planning my next vacation:
Going to be traveling for 9 months inside a confined space, where I will have to constantly workout to minimize the amount of muscle atrophy and bone density loss due to microgravity. I will also get to enjoy packaged/preplanned meals the entire time. If I make it to my destination, I will get to experience months of sheltered existence with the occasional excursion in a self contained suit, since the regolith (dirt) is toxic, temperature outside is too cold, and the air unbreathable…but there is wifi! During the 9 month return trip, I get to look forward to resuming my life/career after the 21-26 month long hiatus, as well as months of back pain adjusting back to Earth’s gravity. Luckily I am financially, physically, and psychologically capable of experiencing such a wonderful vacation destination!

China is aiming to put someone on the moon by 2030, and to have a permanent station on the South Pole by 2035.

The cost thing is a biggie though, it’s what makes it possible.

My thoughts are that the Chinese are going out there regardless, and it would be a strategic error to not be in front, if not alongside, while they do.
Don’t fall for the Chinese scheme. It resembles Reagan’s Star Wars. Putin bought it and bankrupted the Soviets, causing the USSR to collapse.

It was a great plan. Don’t fall for the illusion of Chinese success. They are using our game plan.

You're not wrong, but I have no doubt there will be plenty of volunteers.

I'm assuming we send up easy-to-assemble living quarters and plenty of supplies before the manned mission.

Just like "The Martian" only better. More like "For All Mankind."

I'm no chemist or engineer but apparently perchlorate is 4 oxygen atoms bound to 1 chlorine atom. Which suggests a way to get oxygen from Mars' dirt. Assuming you can figure out what to do with the chlorine.

“The comparison of terrestrial, lunar and martian examples shows that, as you might expect, gravity has a big effect on the size of lava tubes. On Earth, they can be up to thirty metres across. In the lower gravity environment of Mars, we see evidence for lava tubes that are 250 metres in width. On the Moon, these tunnels could be a kilometre or more across and many hundreds of kilometres in length,” says Dr Riccardo Pozzobon, of the University of Padova. “These results have important implications for habitability and human exploration of the Moon but also for the search of extraterrestrial life on Mars. Lava tubes are environments shielded from cosmic radiation and protected from micrometeorites flux, potentially providing safe habitats for future human missions. They are also, potentially, large enough for quite significant human settlements – you could fit most of the historic city centre of Riga into a lunar lava tube.”

The only discussion on oxygen sequestration on Mars I have read about is NASA’s MOXIE project (might be joint venture with MIT?). This pulls oxygen from the atmosphere though. Could be used to generate fuel as well.
