That doesn’t matter. Federal facilities are not allowed to host or have anything involving a politics… to include media which includes your own people taking photos to promote you being at the facility or involved in an event starting August 1st during election years. So, he would likely have been allowed to attend, but zero photos/videos for the exact political reasons you have seen over the past few days.
