When you have 2 years of extreme spikes (violent crime, immigration, inflation) and then you see small drops or growth by less, it's reason to be somewhat optimistic, but it's also not grounds for celebration, and really doesn't negate criticisms.
If murder rate drops by 9% but is still 20% higher than 4 years ago...it's kind of like talking up Nebraska football because they finished 4th in the division instead of 6th after being pretty good at one time.
It's politics, so there's always spin, but to take that article at face value might make you dizzy.
