IF iowa wins out but loses in the title game, do they make the playoffs?

Assuming OSU plays like rotten skunk ass and Iowa pulls out a win and beats the rest of the teams on the marshmallow fluff schedule but loses in the big 10 title game do they make the playoffs? I say it's a solid maybe.
