Is the Football Transfer Portal Now Closed Until the Next Season is Over?

I have no idea how the Football Transfer Portal works. I thought I heard someone say it closes on May 1. Is that true and does it reopen in January?

Does the Transfer Portal have different dates for Basketball?

I don't have a clue how the darn thing works.
