When politicians give a non-answer they’ll speak in generic terms and avoid the direct response.
When trump gives a non-response he’ll typically start on topic and then quickly veer into completely unrelated topics, occasionally getting back to the original question. Often this includes calling the question “unfair” or insult the reporter who asked the question.
