I checked in to this, and the rule really is "where the ball was when the defender first possessed it", regardless of where it was when his foot came down or when he was down like an offensive player would be down. They called it correctly.
It was so close, though. From the replays they showed I didn't think there was inconclusive evidence to overturn the call on the field. Not that it mattered.![]()

"inconclusive evidence" is no longer used. It seems to be "eh, I think it maybe went the other way."
I don't see how they had "inconclusive evidence" on Wieting's Pinstripe TD. They looked at the replay and thought "we don't have the angle, but he probably wasn't in."
I see plays overturned every Saturday that are far from inconclusive.
