He said it was an obvious offside that was not called yesterday. I emailed him the rule:

"Looks like “D” definitely fits."
To which I responded:
"Didn't force the reaction. If the ISU players were well coached, they would have reacted or snapped the ball when the defenders were over the line of scrimmage...that would have gotten it done. They did neither, so none of those rules apply.
It's unfortunate, but those are the rules. Knowing them and using them is the key. "
He responded:
"Couldn’t agree more – I have no idea why the center didn’t snap the ball. But that sure looked like offsides to me"
So he agrees that it wasn't offsides but it sure looked like offsides?
