Setting aside the fact that this is not actually a position subject to a presidential appointment, VoA is a state broadcast entity with a state broadcasting purpose. Given that, I'm not entirely sure why the entity's leadership and content should not be consistent with the views of the elected chief executive. And especially so given the wide availability of private information content.
Kari Lake is a complete loser though.

Very entertaining. Especially in light of VOA’s irrelevance. I hadn’t heard the phrase “Voice of America” since about 1978.
Propaganda is an overstatement It’s generally fair and unvarnished. It has a published mission statement. That so few Americans know about it tells us it’s neutral, and does its job of getting news to the world.
Letting a nut like Lake be in charge will do damage that will take years to unscrew.
