So the IRS is the "deep state" we've heard so much about but it's necessary and not scary at all. Okee dokee.
Why do we call it "deep state" and not just the regular old state? How are they different? Is the entire govt "deep state"?

Here's a great example:
The wonderful folks at DOL Wage and Hour just can't take "no" for an answer. They keep trying to drastically increase the minimum amount one can make each week and be on a salary and exempt from overtime.
Time and time again, the courts keep striking them down. The last increase happened during the Trump administration, and that one stuck, because it was a reasonable increase.
So.... Trump = Reasonable; Obama & Biden = Not Reasonable
The part of government that you do not like. The ones that say no to you when you are asking them to help you in some sort of fashion. That is the deep state !!!

They have their own agenda and they don't care what the law says, they don't care what Congress thinks, and they don't care what the sitting president thinks. They can't get around the judges, though.... so they'll lay in wait until a better opportunity comes to forward their agenda.

Again, that's just dumb. Nursing homes provide a vital niche in the healthcare system in every community in America. Not sick enough to be in the hospital, but unsafe to be at home. If not for nursing homes, people would die in absolutely horrific conditions.
Many think it’s way more conspiratorial and coordinated than it is. The more realistic version of it is the senior nonpolitical staff (often just below the “most” senior) who actually think they run the place and do things to inhibit the prerogatives of those who were actually elected to something.
More will be going to law firms than in the past this cycle.
So what and how exactly are they inhibiting certain prerogatives?
Looking at the org chart for the DOJ, for example... are we talking about senior staff within these various divisions listed below? Do they fail to follow through on orders, delay, selectively nitpick? Not clear on what exactly we're talking about here.
So 55 posts in and we can agree there is no Deep State... only standard bureaucracies that happen in government, business... hell even in marriages. So, Deep State is the scary way to say bureaucracies... do I have it right?

The long-term government employees that are 1) are not unbiased in their work and 2) not affected by any change in political leadership. Basically can do whatever they want without any repercussions. Or so it is said

Misbehaving bureaucratic staff to some degree or another seems to be the most lucid criticism I can find.
