Create an Escape From New York scenario for a few big cities, and cut the restrictions in other parts of the country.

The 2nd paragraph is what POTUS has no clue about. Why? Because everything, to him, is about winning and losing. The states shouldn't have to compete. His inaction is the same as having 10 Infantry Battalions compete for rations and ammo in a theater of operations instead of DoD getting them what they need before getting there.
