No one should be surprised by now this administration does not practice what they preach. Apparently Pence says he gets tested weekly so no need to wear a mask, however does he not think he can catch the virus from someone?
My understanding is that a mask will prevent you from transmitting COVID-19, but not from contracting it. So if Pence is confirmed to not have it, a mask won't do any good.

Mike Pence couldn't wear a mask since the mask is not his wife, he might be tempted to kiss the mask.
Sounds like Pence doesnt even know how to wear the masks as he said he wanted to be able to look people in the eye when he met them.
Mayo policy is that you wear a mask no matter what. It prevents people who might have a false negative, or who was very recently infected from spreading the virus. Pence is tested regularly, but, it doesn't mean that something sneaks by. It is also appropriate for everyone to wear them to establish protocols.
It would also have been Indiana nice for Pence to follow the rules.

I think the mistake you’re making is you hear “Hitler” and immediately believe people are claiming Trump is equivalent to the Hitler who killed 6+ million in the Holocaust. Nobody’s making that comparison.
