My point was there are no controls on resale of guns, person to person.
The “well regulated” part seems to be missing.
If you would like to sign a petition that says responsible gun handling and shooting should be brought into schools I'll find you a petition.
But if the guns were registered we would know who the last owner was. Make them culpable if they didn't follow the law. Perhaps that discourages the sale or gifting of a gun to someone who shouldn't have one.

Does "responsible" include registering all guns and their transfer of ownership? Requirement to keep the gun secured at all times? Criminal and civil penalties for your gun being used in a crime if it wasn't registered properly or secured?
