Or it’s insurance if there’s an injury between now and then. The conference keeps the allocation and PK gets seeded. I’m assuming Nelson is 13th seed at best .

Exactly. It makes sense to submit PK now no matter what the plan to keep the allocation for now. As you mention, they've done stuff like this before.
