neighbor started mowing at 7:20am

Wait until 9AM? 10?!?! The day is half over by then! If the grass is dry you can mow. If it isnt dry, you can still mow. But it will sure suck.
 
7 during the week and 9 on weekends is the standard.

Although it would be dumb to mow that early this morning with the wet weather.

That depends on local conditions - admittedly in Iowa, 9:30-10 am is probably the earliest to mow in my opinion normally. Maybe push it if was during say the height of summer and I knew it was going to get very hot and/or humid very quickly.

Worse for me was at my old apartment when the garbage truck sometimes came by as early as 5 am.
 
There is really no reason to mow the lawn that early, especially now with not much else to do all day. The only time it would be acceptable to run any loud power equipment that early would be if you have a full days work and need to start early. I don't think mowing the lawn falls into that category.

A little early. I think my rule of thumb about unnecessary noise like that would be more of an 8 AM to 8 PM sort of thing.

The other thing is that unless someone gets really close to my bedroom window I can generally sleep through the noise of a lawn mower.
 
I have the opposite issue. My neighbor mows with his mower headlights on at 10:30ish pm all summer long.
Same here, neighbor across the street mows every Sunday as the sun is going down. Only day he mows, some weeks it's damn near knee high by then. He's a f**king idiot.
 
I looked at the Davenport ordinance on this topic and technically machinery can begin as early as 7am, however as most of would agree the neighborly non-written rules are more like 9am.
