1. It literally is like a pet scanner calibrator if that’s what the drones are looking for. To the extent they are drones. And they’re looking for something. Not exactly lethal.
2. No, there’s no law against either lying or bullshitting in agency public communications. You may have a harder time winning a future foia suit if a lie were established.

My guess would be a combination of things at this point. People flying drones, which has probably increased since this craze started. Some small or commercial aircraft off in the distance. Elon's Starlink fleet. Do you really think there's increased stuff up there, or just people are looking for stuff more, so seeing more? My guess is not hostile... but after China's balloon crap, who knows.
During the initial days of covid when it was still unknown whether the virus was something to take seriously the price of masks began spiking up. So i just went and checked on the price of iodine pills. the bottle i looked at has consistently gotten cheaper over the last couple months and is at half what it was. so i’m hopeful nukes are not in play
