NW’s Kickoff Fair Catch Call?

Anyone have an explanation on that one? I know that crew really struggled last night, but I still can’t understand that one. As we all know, you can now fair catch ANY kickoff, anywhere, and get the ball at that spot or the 25, whichever is better.

The NW returner who did not catch the ball gave a quick wave before the ball was caught, but I think the player who ultimately catches the ball is the only one who can call for the fair catch, right?

Anyway, the ball was caught at the goal line, then he took a step back into the end zone, and then ran it out. Whistles blew immediately, stopping play, saying there was a fair catch call. The returner who caught it NEVER signaled for fair catch. So, if the officials thought they saw a fair catch signal, then shouldn’t the ball have been placed at the 25? They placed it at the 3. Why the 3?

Fitz was going crazy, and I can’t really blame him. Of course, Millen didnt know the rule, so he was zero help. Anyone have an explanation? Thanks.
