My mom and her siblings grew up in this nonsense. No music, no dancing... My grandfather only turned on the radio at noon during hurricane season to listen to the weather. My wife and I were driving to DC and we stopped in Martinsburg, WV because a friend of hers lived there. The friend's husband worked at a church there, so we went to the service...they wouldn't let us in because I didn't have a suit/tie, and my wife had too short of a dress (it was at the bottom of her calf).
So yeah, I can attest that people like that pastor in the OP exist. Are they common? I hope not, but I've seen them with my own eyes.
