If it were a person with a longer than average neck, they wouldn't wear their tie at the top of their neck. They'd wear it at the bottom, where the collar of the shirt is. Shirt collars don't get taller or shorter depending on the neck - they stay the same, and that's where the tie goes.
I bet that guy is excellent at looking around corners!
It’s less about where it begins and more about where it ends.
Us confident guys wear our ties so they end right at the top of the belt. Dudes with small packages use their ties to mask the absence of a bulge.

I usually wear mine right to the bottom of the belt. Does this mean I'm not confident but still have a bulge to display?
