I believe in that instance the situation would go to review with the arbitration committee assigned to the county quadrant the potential incident occurred within, unless the suspect themselves is a minor under the age of 17.5 years; if the suspect is a minor the inquiry is to be conducted within the county quadrant of the suspect's legal residence, excepting in cases of divorce which will naturally fall under the authority of the county quadrant committee in which the biological father(person with testes at time of birth) resides.
